Promoting Evidence-based Nursing Regulation

As the body of nursing regulation knowledge becomes more expansive, NCSBN relies on evidence that is rooted in theory and based on research to assist in making regulatory decisions. NCSBN embraced the challenges and opportunities of evidence-based nursing regulation.

Delegate Assembly Decisions

  • Time Limit Extension for the NCLEX-RN Examination

    A recommendation was adopted to increase the allotment of time for candidates taking the examination.

  • Mission Statement

    Adopted new mission, vision and values statements.

  • Regulation of Unlicensed Assisitve Personnel (UAPs)

    Resolution to create a position paper on regulation of UAPs was heard at the 2004 Delegate Assembly.

  • Revision of NCSBN Bylaws

    Adopted revisions to the NCSBN Bylaws.

  • Revision of the NCLEX-RN Test Plan

    Adopted the proposed revisions to the Model Nursing Practice Act and Model Nursing Administrative Rules.

  • Changes to the NCLEX-PN Test Plan

    Adopted the changes to the NCLEX-PN test plan.

  • Minimal Data Set for the Evaluation of International Nurses

    Adopted the resolution for the proposed Minimal Data Set for the Evaluation of International Nurses.

  • Performance Benchmarks for Existing English Proficiency Examinations

    The NCLEX Examination Committee recommended that a score of 220 on the computerized TOEFL (560 on the written TOEFL) be required to demonstrate the minimum degree of English proficiency necessary to be a safe and effective entry-level nurse.

  • Strategic Initiatives

    Adopted the proposed strategic initiatives for fiscal years 2005-2007.

    Adopted the position papers, “Working with Others: Delegation and Other Health Care Interfaces” and “Nursing Education Clinical Instruction In Prelicensure Nursing Programs.”

  • Model Act and Rules for Delegation and Nursing Assistant Regulatory Model

    Adopted the Model Act and Rules for Delegation and Nursing Assistant Regulatory Model.

  • Criminal Background Checks (CBCs)

    Adopted the Model Process for Criminal Background Checks and the supporting concept paper “Using Criminal Background Checks to Inform Licensure Decision Making.”

  • Nursing Regulation Position Statement

    Adopted a resolution that NCSBN generate and publish an unambiguous public position statement indicating that nursing regulation and the interpretation of nursing scopes of practice shall be officially interpreted and explained by state nursing regulators.

  • Medication Assistive Personnel

    NCSBN conducted a job analysis, developed a model medication administration course and conducted a feasibility study for administering competency examination for medication assistive personnel. The results of the job analysis, course and feasibility study were reported at the 2006 Delegate Assembly.

  • Clinical Instruction in Prelicensure Nursing Programs

    Provided members guidance with evaluating clinical experiences in prelicensure programs.

    Revised the Guiding Principles for Nursing Regulation.
